Police may change tactics at protests after Dallas shooting

Protests in Minnesota have been ongoing since the deadly police shooting of Philando Castile, who was shot by a police officer in his auto. Kelly said Yanez also initiated the traffic stop because Castile's vehicle had a broken tail light.

The Huffington Post reports that Castile, who was fatally shot by a police officer during a routine traffic stop last week, had violated 50 violations while driving in the last 15 years.

"Yesterday, a Minnesota woman named Diamond Reynolds went live on Facebook immediately after her fiancé, Philando Castile, had been shot by police in his auto". Castile died while the stream was live.

The officer then says that a female passenger ― presumably Castile's girlfriend, Diamond Reynolds ― has been taken into custody and that the driver is "at gunpoint".

The Hennepin County medical examiner announced that Castile's death has been ruled a homicide, and in a statement, the Minnesota Department of Public Safety's Bureau of Criminal Apprehension announced that the incident is under investigation.

Kelly said Yanez could see a weapon in the vehicle. Choi said on Friday law enforcement in Minnesota and nationwide must improve practices and procedures to prevent future such tragedies.

As members of law enforcement, we understand there will always be questions when officers discharge their weapons and lives are lost.

"I'm going to stop a auto", the officer is heard saying.

"This has nothing to do with race, and everything to do with the presence of a gun", Kelly added.

Saint Paul police said they used smoke and "marking rounds" similar to paint balls against the aggressors.

Philando Castile was shot by police during a routine traffic stop. At the same time, he says that when police organizations acknowledge there is a problem stemming from bias, it will contribute to solutions.

Dallas Mayor Mike Rawlings said that it's within people's rights to protest, but that protests can "put our police officers in harm's way".

Kelly told AP on Saturday that Yanez reacted to Castile's gun - not his race.

"He's terribly saddened by the death", Kelly said. In the video, Reynolds describes being pulled over for a "busted tail light".

Police said that day they had arrested three people over the shootings.

"You shot four bullets into him, sir".

Castile had been pulled over at least 52 times since 2002 and given 86 citations for minor offenses such as speeding, not wearing a seat belt, or having expired license tabs, according to the Associated Press.

On Tuesday, Sterling, 37, was near a convenience store where he regularly sold CDs and DVDs.

Protesters were out en masse Saturday night across the country demonstrating against police violence toward African-Americans and the recent high-profile fatal shootings of Philando Castile, Alton Sterling and others.

Castile's and Sterling's names were on the back, above the Dallas Police Department's logo.

The shooting came one day after another police shooting was recorded by cellphone users in Louisiana.
