House budget leaves out Senate spending cuts

The Senate is expected to take up that piece of legislation, House Bill 22, Wednesday - and it won't include a delay of the system's implementation, Taylor said Wednesday.

Minority Democrats opposed the mix of tax increases, and their support for a plan has been crucial because Republicans are split.

The resolve to make Texas only the second state to restrict bathroom access for transgender persons before Monday - when lawmakers adjourn until 2019 - is raising the possibility of a special session and exasperating business groups and LGBT rights organizations that have united in opposition for months.

Meanwhile, Republicans including Lamar Alexander of Tennessee and Thune are addressing the affordability of individual coverage on the insurance exchanges, including the tax credits available to consumers. A repeal of Obamacare was one of Trump's leading campaign promises past year.

"I think that we will learn a lot", said House Taxation Committee Chairman Steven Johnson, a moderate Assaria Republican.

Republicans hold a 52-48 Senate majority. That would set up a scenario where Cassidy becomes the decisive vote and Vice President Mike Pence casts a tiebreaking 51st vote, with Democrats powerless to filibuster under special budget reconciliation rules. While this too will be hard, McConnell said, it is "not in my view quite as challenging as healthcare".

According to reports, the bills were introduced at 11:14 p.m. Tuesday night and the House budget committee had until midnight to vote on them.

Other amendments the Senate tacked onto HB 22 would ensure that all schools and districts can mathematically receive an A and would establish a state commission to study school finance, which was originally a separate Senate bill that died in the House.

The analysis said the House bill, the American Health Care Act, would reduce federal deficits by $119 billion over the next decade. "I think that's a very interesting perspective", said Sen. Senate President Pro Tem Kevin de León told reporters at the California Democratic Party Convention over the weekend that "we'll have a nice full-fledged debate on the Senate floor".

Rocap said the bill's main goal is to target abortion providers.

If the Senate passes a healthcare bill, lawmakers would have to work out the differences in the House and Senate versions and pass a compromise bill before it could go to Trump for his signature. "We haven't figured out exactly how you identify people and get them auto-enrolled", Thune said.

But, Republicans want the exact opposite.

"Freedom of religion is the most sacred of our rights - it is what makes us America and is what gave our nation its start", Mr. Abbott said in a signing statement.

They said the bill does not clearly define "biological sex" and would allow schools to add protections against gender identity discrimination to their policies, effectively allowing restroom and locker room use on that basis.

Senate Republicans are weighing a two-step process to replace Obamacare that would postpone a repeal until 2020, as they seek to draft a more modest version than a House plan that nonpartisan analysts said would undermine some insurance markets.

The Republican leader compared the effort to solving a Rubik's Cube.

Issa's letter to his Senate colleagues also urges members to protect people with preexisting conditions, safeguard coverage for people with mental illnesses and protect people near retirement age from a spike in their premiums.

McConnell made clear that senators are writing their own bill, saying, "We're working on a separate approach".

"The point of this is to have a true measure for our teachers, our districts, for our parents, and for the communities to know how their schools are doing", said Sen.

Other plans that have been considered have ranged from about $900 million over two years to $1.1 billion.
