Trump moves to restore failed United States policy on Cuba

But the U.S. government preventing Americans from traveling and spending their own money wherever they wish is itself a violation of basic human rights.

"When Cuba is ready to take concrete steps to these ends, we will be ready, willing, and able to come to the table to negotiate that much better deal for Cubans, for Americans", Trump said.

My opinion: Trump's limited reversal of Obama's opening to Cuba is political theater with very little real impact.

Under Trump's order, the Treasury and Commerce departments will be given 30 days to begin writing new regulations, which will not take effect until they are complete. "He could at least try to make a fake excuse a little more believable".

Worldwide human rights groups say, however, that renewed US efforts to isolate the island could worsen the situation by empowering Cuban hard-liners. Saudi Arabia, while a key United States ally in the Middle East, is a well-known violator of human rights.

The next Summit of the Americas, slated for 2018, could present President Trump with the opportunity to seek partners in pursuing his agenda in the region, but his shift in Cuban policy will likely hinder cooperation and earn him a far less positive reception than Obama received at the last Summit. The decision released the U.S. Coast Guard to deal with drug smuggling via the open seas with its limited resources and vast responsibilities.
