Trumps supports repeal now, replace later option

Paul, who re-tweeted Trump on Friday morning, later fired off a second tweet saying he had spoken to Trump and the Senate GOP leadership "about this and agree". That effort has now failed with many Republicans leaving town for the holiday weekend.

White House spokesman Sarah Huckabee Sanders said Friday that President Donald Trump does not consider July 10, when Congress returns, as a deadline t. On Tuesday, after a weekly lunch with his GOP colleagues, McConnell announced that the vote would be pushed until after the July 4 break - an acknowledgment that he simply didn't have 50 votes (or anywhere close to it) in support of the legislation. Moderates want more equity for low-income Americans, while conservatives are fighting to loosen insurance regulations.

The idea also would leave unresolved the quandary lawmakers are struggling with now, about how to replace Obama's system of online insurance markets, tax subsidies and an expanded Medicaid with something that could get enough Republican votes to pass Congress. House Republicans barely passed their version of a replacement bill in May, and the task is proving even tougher in the Senate, where McConnell has nearly no margin for error. That's pretty much what happened, but instead of defining it in a way that made it easy to reach 218 votes in the House and 50 plus the vice president in the Senate, Paul Ryan and Mitch McConnell defined repealing Obamacare as slashing Medicaid, which is a very hard sell to even Republican members of Congress.

"Republicans ran on repeal and on replace".

But others on Capitol Hill sounded annoyed. On Friday, Trump tweeted, "If Republican Senators are unable to pass what they are working on now, they should immediately REPEAL, and then REPLACE at a later date!" He told a gathering of Republicans in Elizabethtown, Kentucky, that "failure has to be possible or you can't have success". My theory is that those folks didn't actually know what Obamacare was when the GOP promised to repeal it.

Trump urges GOP Senators to repeal Obamacare immediately, then replace

Trump is trying to revive an approach that GOP leaders and the president himself considered but dismissed months ago as impractical and politically unwise.

It's an odd reversal for a party that used Obamacare repeal as its unifying standard for years, but there's a gap between campaigning and governance. The president ran on repeal and replace.

Now, when the opportunity to repeal the law successfully is in front of them, Congress demurs. Conservative lawmakers insisting that legislation remove more of the taxes and mandates in President Barack Obama's signature health law, while moderates want to ensure continuity of coverage and are concerned about cuts to Medicaid, the joint federal-state health care program for the poor. All the damage done by Obamacare will be placed on Republican's shoulders by Democrats eager to wash their hands of the disaster.

GOP factionalism in the Senate will nearly certainly prevent coming to an agreement that could pass muster in the House. Republicans could replace the current health insurance system with something very different or with something broadly similar, but they can't go back to January 2009.
