After Health Care, Congressional Republicans Pivot to Tax Reform

NY billionaire Donald Trump clinched enough delegate votes to be officially selected as Republican presidential nominee Tuesday evening in the roll call voting at the ongoing Republican National Convention.

Senate Republicans have yet to draw up a budget blueprint of their own.

State House Speaker Mike Turzai (R-Allegheny) said that a tax increase would not be able to pass the House.

The spending plan would allow the House "not only to put our spending under control but to assure that the money that we are spending is well spent", McClintock said. It didn't get much attention amid the fallout over the Senate's Obamacare repeal failure.

Many of President Donald Trump's promises to "drain the swamp", including significant tax reform, hang on the budget plan Republicans eventually agree on.

Under the budget, the committees would have until October 6 to send legislative text on its spending cuts to the Budget Committee.

The Ways and Means Committee, which is drafting the tax bill, would be instructed to find $52 billion in deficit savings over the coming decade. Twenty members of the centrist Tuesday Group signed a letter last month objecting to even $200 billion in mandatory spending cuts, arguing they are "not practical" and would "make enacting tax reform even more hard than it already will be". Someone loses out on benefits or programs.

Rep. Mark Walker, R-N.C., chairman of the Republican Study Committee, said the caucus' more demanding budget plan is all about preparing for the future. But when Lorenzen's group tried to estimate its budget effects, the analysts said it would cost between $3 trillion and $7 trillion.

Despite the problems their Senate colleagues have faced making the math work on health care, House Republicans at least appear ready to take the same approach to overhauling the tax code.

It's shaping up to be another congressional disappointment for Trump.

McConnell acknowledged if Republicans fail to call up a repeal-only vote - based on expected objections from three senators - they'll move on to other priorities, such as a tax overhaul and an infrastructure package. The House Freedom Caucus has called for steeper cuts to mandatory spending and more details on the specifics of the tax reform plan.

House Budget Committee Chair Rep. Diane Black is pushing a budget that makes deep cuts in food stamps and other social safety net programs while boosting military spending by billions

Here are three important things to know about the House budget proposal released Tuesday.

Budget experts applauded the House GOP for doing a far better job at crafting a budget than the fuzzy math from the White House. Still, there are a lot of controversial cuts, some of which might not even sit well with moderate Republicans.

Only by assuming growth can the GOP balance the version of the budget they've proposed.

In an era of an aging population and slower economic growth, there is no consensus on how big the government should become or how its spending should be financed. The Congressional Budget Office assumes an annual 1.9 percent economic growth rate over the next ten years.

"They are assuming the passage of the health-care bill".

Budget resolutions are nonbinding. After last night, "they may need to adjust".

But the failure of the health care plan complicates Republican efforts to overhaul the tax code.

"And by the way, it doesn't preclude Democratic engagement and support to get there", the Texas Republican said.

"We can move forward with an optimistic vision for the future, and this budget is the first step in that process", Black said. That's not a guarantee.

The House's budget resolution, authored by Tennessee Republican and House Budget Committee Chair Diane Black, will endure a committee markup session Wednesday morning, but without the 218 votes it needs to pass the House, floor action ahead of the August recess seems unlikely.
