Russian Federation says USA sanctions are a blow to 'bilateral cooperation'

Russian Federation will speed up efforts to reduce dependence on the USA dollar and credit-card system in the wake of tough new sanctions imposed by Washington, a top diplomat says.

He also expects to have discussions on additional topics concerning "threats to all of us and our common response to that" as well as "opportunities that exist among all of those to strengthen relationships".

Hours earlier, Lavrov said he believed his usa counterpart was ready to continue dialogue with Russian Federation on complex issues despite the bilateral tensions and the imposition of new US sanctions.

He said the support of Russian Federation and China for the sanctions was a strong sign to North Korea that the worldwide community was united in its effort to rein in Pyongyang's nuclear and ballistic-missile program. "These are two very large countries, and we should find places that we can work together". That assessment came as Lavrov announced that the Trump administration had committed to sending its new special envoy for Ukraine negotiations, Kurt Volker, to Moscow to discuss next steps.

It's extraordinary - and appalling - that eight months after the election, and seven months after the US intelligence community confirmed Russia's unprecedented and aggressive involvement in last year's election, the Trump administration is still trying to impress upon Moscow how "serious" the situation is.

After Congress approved the sanctions, but prior to Trump signing the bill, Russian President Vladimir Putin ordered the United States to reduce its diplomatic personnel in Russia by 755. Trump and Tillerson opposed the legislation, but facing a likely veto override, Trump begrudgingly signed the bill.

In addition, the U.S. official revealed that he had warned Lavrov that Washington was deciding on a response to the Kremlin's decision to order a cut in the size of the United States mission in Moscow.

There has been some confusion regarding the cuts as the USA is believed to have far fewer than 755 American employees working in the country.

Tillerson, speaking to reporters, also says he told Foreign Minister Lavrov that Russia's interference in the November election has created "serious mistrust", and is "certainly a serious incident".

"We will, of course, intensify work related to import substitution, reduction of dependence on USA payment systems, on the dollar as a settling currency and so on". "There's no alternative to that".

Even so, Trump's administration has argued there's good reason for the USA to seek a more productive relationship. Tillerson did promise Lavrov the USA would have a response by September 1, the date by which all 755 must exit the country or stop working for the U.S.in Russian Federation.

The two governments are looking to cooperate on Syria and Ukraine in particular.
