Evacuees, Volunteers Converge at Downtown Houston Shelter

Hotel prices, she said, were too steep, and her vehicle had been swallowed up by the floodwaters. "I'm waiting for my son to pick me up", she said.

Ken Sandy has been designated shelter manager by the Red Cross. There were doctors tending medical stations.

Despite the reassurances in Houston, other city officials said they would remain on standby and were prepared to take in large influxes of evacuees if needed.
