Tillerson admits difficulty of oil embargo on N. Korea

All three nations are permanent members of the U.N. Security Council which this week approved new sanctions to punish Pyongyang's September 3 atomic test, its largest to date.

To avoid a Chinese veto, U.S. Ambassador Nikki Haley agreed to soften the resolution to reduce oil exports to Pyongyang but not cut them off completely.

Tillerson also suggested China and Russian Federation could pressure the North by limiting its oil supply and the hiring of North Korean laborers.

The Trump administration had sought a full United Nations embargo on oil exports to North Korea, among other harsh measures, but China made clear it disagreed.

This is Secretary Tillerson's second visit to the United Kingdom since taking up his post, and follows his visit in May after the Manchester terror attack.

"I think it's clear that with respect to oil and a complete embargo on oil from the U.N. Security Council, that's going to be very hard", Tillerson added, according to an official transcript.

He held out hope that a "great country" and "world power" such as China would ultimately use the "very powerful tool" of the oil supply to compel North Korea to reconsider its nuclear program and come to the negotiating table.

South Korea conducted its own missile exercise as Pyongyang fired its missile, taking into account the distance to North Korea's firing site, according to NBC News.

Iran is not meeting the expectations laid out in the global nuclear agreement known as the Joint Comprehensive Plan of Action (JPCOA), US Secretary of State Rex Tillerson said on Thursday.

Mr Johnson and Mr Tillerson were joined by colleagues from Italy, Egypt, the United Arab Emirates and France for a meeting on Libya - a "front line in our common struggle against terrorism and illegal migration".

"These continued provocations only deepen North Korea's diplomatic and economic isolation", the secretary of state added.

Britain said the Libya talks would focus on "how to break the political deadlock" and build support for the U.N.'s efforts.
