Republican Senators Lindsey Graham and Bill Cassidy propose replacing the 2010 Affordable Care Act, known informally as Obamacare, with a plan to give USA states money in the form of block grants to run their own healthcare programs.

Past attempts by Republicans to gut Obamacare have been hampered, in part, by CBO estimates that showed the bills would have left millions more Americans without health insurance.

Essentially, the time Republicans have to realistically repeal and replace the Affordable Care Act in 2017 is running out, and Republicans are not going down without swinging for the fences one last time. And it goes further by slashing funding to states for marketplace tax credits and cost-sharing reductions on the way to zeroing them out completely after 2026.

"Right now, 37 percent of the revenue from the Affordable Care Act goes to Americans in four states" - California, New York, Massachusetts and Maryland, Cassidy said. Is two years enough time for states to legislate and implement? They insist the block grants approach in the measure brings flexibility to states that Obamacare lacks. There's no question Cassidy-Graham-Heller-Johnson has been gaining momentum this week, but as more reports come out on the effects of this proposal, it opens a lot of room for these Republican senators to feel the heat from their states. The president said he hoped "Senators Graham and Cassidy have found a way to address the Obamacare crisis". In other words, they are maintaining the GOP norm of lying both about the content of Obamacare and about what would replace it.
