One language, two audiences for Suu Kyi's first Rakhine speech

"Human rights violations and all other acts that impair stability and harmony and undermine the rule of law will be addressed in accordance with strict laws and justice", Suu Kyi said in Myanmar's capital, Naypyidaw, in her first speech since recent violence erupted in the country's northern Rakhine state.

They also said they were running short of food since August 25, when Rohingya militants launched deadly attacks in Rakhine state, provoking a fierce crackdown by the Myanmar military.

The leader of a team of United Nations human rights investigators said Tuesday that comments by Myanmar leader Aung San Suu Kyi "bode well" for its so-far unsuccessful efforts to gain access to the country now facing an exodus of Rohingya Muslims to neighboring Bangladesh.

She said "the great majority of Muslims in Rakhine state have not joined the exodus" and invited worldwide officials to visit the state to "learn more from the Muslims who have integrated successfully".

Human rights monitors and fleeing Rohingya say the army and Rakhine Buddhist vigilantes have mounted a campaign of arson aimed at driving out the Muslim population.

There have also been calls to strip Suu Kyi of the Nobel Peace Prize she was awarded in 1991, but the Nobel Institute said that this will not happen.

Suu Kyi used the term "Rohingya" only once in her speech when she referred to the Arakan Rohingya Salvation Army (ARSA), a militant group.

Myanmar's government repeated its resistance to allowing in Darusman's investigators moments after he spoke.

At its March session, the council agreed to "dispatch urgently" a fact-finding mission to look into alleged human rights violations and abuses by the military and security forces, particularly in Rakhine state where many Rohingya live.

The scale, scope, and timing of the burnings, many of which occurred after hundreds of thousands of Rohingya had already fled, is inconsistent with army's claim that Rohingya Muslims set their homes to fire.

"We don't have proper documents, it's very hard to prove", said Mohammed Faruque, a long-term refugee, who has lived in the Kutupalong camp since 1991, when his father brought him as a one-year-old boy.

"Aung San Suu Kyi's claims that her government "does not fear global scrutiny" ring hollow".

"If you are interested in joining us in our endeavors, please let us know", Suu Kyi said, adding "We can arrange for you to visit these areas and to ask (those who have stayed) why they have not fled, why they have chosen to remain in their villages".

Earlier this month, the Myanmar government had said 176 out of 471, or 37.4% of all Rohingya villages were empty of people, and an additional 34 villages were "partially abandoned".

The claims emerged during a petition hearing at India's supreme court filed on behalf of two Rohingya refugees challenging a government decision to deport the ethnic group from India. But to do so would risk going against the will of her own people, and might even motivate the military to replace her.
