The Trump-Duterte drug war tango

The prime minister's brief meeting with Duterte took place before Trudeau delivered a speech to members of the Association of Southeast Asian Nations in a bid for Canada to eventually join its exclusive, influential circles that focus on security in the Asia-Pacific.

Abe, whom Duterte has called a "true friend", has not criticised the drug war. He said a charitable reading of the meeting would be that Duterte was alluding to human rights issues when he said the drug war was important as an issue of "human development". The White House says the two will not hold a formal meeting in Vietnam.

"He said something about: "You know, you handle it very well", he told reporters.

During his meeting with Trump, Duterte is expected to discuss ways to enhance counter-terrorism and counter-narcotics cooperation, where both allies share common concerns.

Yet the United States leader also wants Russian support for his efforts to isolate North Korea in a bid to restrain its nuclear ambitions.

China claims almost all of South China Sea, while Brunei, Malaysia, Vietnam and the Philippines also claim parts of the strategic waters.

Philippine President Rodrigo Duterte thanked Russian President Vladimir Putin for providing his government with weapons that may have been deployed to suppress Islamic militants in Marawi.

China has dismissed that ruling as a "sham" and did not participate in the arbitration case that the Philippines filed during the time of Duterte's predecessor.

"I said, 'I will not explain". He suspended the Philippine National Police's anti-drug operations but has allowed the Philippine Drug Enforcement Agency to continue its work.

Trump was in the Philippines on Monday and remains dogged by things he has said, and has not said, about Russian Federation.
