In January, India's Minister of State for Home Affairs, Kiren Rijiju, signed an agreement with Britain on the swift return of Indian illegal immigrants from the United Kingdom, an issue that has been repeatedly raised by British government officials to their Indian counterparts. He has been Britain's Minister in charge of Communities and Local government since 2016, remaining in the Cabinet despite his clear "pro-Remain" stance in the run-up to the Brexit referendum.

Rudd and May have apologized repeatedly to the Windrush generation in recent weeks, saying all pre-1973 Commonwealth immigrants who don't already have British citizenship will get it, and those affected will get compensation.

In the wake of the Windrush scandal that saw people with the legal right to live in the United Kingdom threatened with deportation, Labour has moved its focus from Rudd to May.

"That's why I am so personally committed to and invested in resolving the difficulties faced by the people of the Windrush generation who have built their lives here and contributed so much".

Outrage at their treatment has piled pressure on May, who was home secretary between 2010 and 2016 and introduced tough immigration policies meant to make Britain a "hostile environment" for unauthorized migrants.

Pro-EU lawmakers, instead, welcomed Rudd to the "back benches", hoping she would join forces with them to further weaken May's position in parliament, where she lost her party's majority in an ill-judged election past year.

May serve as Home Secretary from 2010 to 2016 under then-Prime Minister David Cameron.

The main opposition Labour Party accused Rudd of being a "human shield" for May, who was home secretary under Cameron. The Conservative government has an oft-stated but long-unmet goal of reducing net immigration below 100,000 people a year, less than half the current level.

The scandal has also raised eyebrows across the English Channel, with European Union officials anxious about the post-Brexit immigration status of the 3 million E.U. citizens who now live in Britain.

Following Mr Javid's promotion, No 10 also announced former Northern Ireland secretary James Brokenshire was returning to the cabinet as housing, communities and local government secretary while International Development Secretary Penny Mordaunt would take Ms Rudd's other role as women's and equalities minister.
