US can't be trusted, Iran's Rouhani tells North Korea

Another important player in the Iran sanctions game is India. European countries fear that abandoning the accord will lead to accelerated development of nuclear weapons in Iran.

But the second tranche of sanctions, which kicks in on 5 November and targets Iran's vital oil sector, could be far more damaging - even if several key customers such as China, India and Turkey have refused to significantly cut their purchases.

The US is now also pushing Pyongyang to scrap its nuclear capabilities after Trump and North Korea's leader Kim Jong Un agreed a vague commitment to "denuclearisation of the Korean Peninsula" at their landmark summit in June. The sanctions target transactions with US dollar banknotes, certain transactions related to the Iranian rial, and Iran's automotive sector, among other areas.

Sanctions also affect India's export of basmati rice.

"China's commercial cooperation with Iran is open and transparent, reasonable, fair and lawful, not violating any United Nations Security Council resolutions", the Chinese foreign ministry said in a statement to Reuters.

Zarif also dismissed any direct or indirect talks now being held with the United States after Trump said he wanted negotiations with Tehran on a new deal. They hit Iran at a time when its unemployment is rising, the country's currency has collapsed and demonstrators are taking to the streets to protest social issues and labor unrest.

"It's pretty clear to us that they were trying to use that exercise to send a message to us that, as we approach the period for the sanctions here, they had some capabilities", said Votel, referring to Washington reinstating sanctions against Iran on Tuesday.

Mogherini added that the EU's member states were doing all they could to save the nuclear deal with Iran, but admitted Trump's new Iran policy could still wreck the JCPOA.

In a blistering criticism of the leader of the Islamic Revolutionary Guards Quds Force, the four-star U.S. general in charge of United States military of operations in the Middle East said Qasem Soleimani is behind much of Iran's destabilizing activities in the region.

In a desperate bid to save the nuclear accord, European governments have pledged to do what they can to keep business links with Tehran.

The US ambassador to Germany, Richard Grenell, welcomed the news.

The Syrian Foreign Ministry condemned Washington as well, saying that Syria supports Iran in the face of the "aggressive" USA policies.

French vehicle manufacturer Renault also said it would be complying with USA sanctions, having previously announced plans to increase production capacity in the country.

North Korea for its part denounced the United States for its "outdated acting script" in pressuring the North with continued sanctions, but said it was still prepared to meet its obligations after a historic North Korea-U.S. summit in Singapore in June.

"In the current situation, friendly countries should develop their relations and cooperation in (the) global community", Rouhani said, according to a state news agency.

Trump chose to restore sanctions against Iran despite pleas from other world powers that had co-sponsored the deal, including Washington's main European allies, Britain, France and Germany, as well as Russian Federation and China.
