NCAA to allow more flexibility for college basketball players considering the NBA

Among the significant developments is giving elite high school basketball recruits the ability to be represented by an agent who can help them make informed decisions about going pro.

The NCAA announced Wednesday that its Board of Governors and Division I Board of Directors have adopted numerous proposals, including changes to the enforcement process for rules violations and allowing NCAA-certified agents to work with college basketball players who test the waters in declaring for the NBA draft.

Agents would be allowed to cover minimal expenses such as meals and transportation associated with meetings or workouts with pro teams, but that could be complicated.

Additionally, the NCAA's Board of Governors and Division I Board of Directors will allow high school players to take more official visits to colleges, and they've introduced more rigorous certification requirements for summer basketball-related events and high school players can take more official visits to colleges. The announcement that USA Basketball would determine which players would be permitted to hire agents apparently "blindsided" both that organization, who are not viewed as prepared to handle such a responsibility. Previously, athletes who declared for the National Basketball Association draft and attended the National Basketball Association combine could return to school only if they withdrew within 10 days following the combine. College players would have to request an evaluation from the NBA Undergraduate Advisory Committee on their draft prospects.

Last month in Las Vegas, NBA Commissioner Adam Silver said, "My personal view is that we're ready to make that change, [but] that it won't come immediately".

The changes also allow the NCAA to accept outside information that has been "established by another administrative body or a commission authorized by a school".

The changes did not address several logistical issues.

"Presidents and chancellors join all athletics staff in personally affirming the athletics program meets obligations for monitoring rules compliance, which is required to be eligible for the postseason", the new rules state.

Basketball student athletes can now take up 10 official visits between Aug.1 of their junior year and October 15 after their high school graduation: five as a junior and five as senior, according to the NCAA.
