Protests over Apec payments in Papua New Guinea

"You know the two big giants in the room", Papua New Guinea (PNG) Prime Minister Peter O'Neill said at a closing news conference, when asked which of the 21 members of the Asia-Pacific Economic Cooperation (APEC) group could not agree.

After world leaders jetted out of Papua New Guinea following the acrimonious end to the Asia-Pacific Economic Cooperation (APEC) summit, Pacific nation leaders gathered at Australia's High Commission for kangaroo sausages and cold beer.

The United States will not back down from its trade dispute with China, and might even double its tariffs, unless Beijing bows to U.S. demands, Vice President Mike Pence said on Saturday.

O'Neill, who was chairman of the meeting, said the sticking point was over whether mention of the World Trade Organization and its possible reform should be in the Leaders' Declaration.

But Mr Xi warned the U.S. against a trade war, saying Washington risked an economic conflagration.

"China has taken advantage of the United States for many, many years and those days are over", Pence told the gathering in Port Moresby.

US President Donald Trump is not attending the APEC meeting, nor is his Russian counterpart, Vladimir Putin.

Panelo said the President had a "fruitful and productive participation" in Apec, including a dialogue during the summit of chief executive officers of the Apec Business Advisory Council, a meeting with leaders of the Pacific Islands Forum, and a dialogue with the International Monetary Fund.

The Belt and Road plan was first proposed in 2013 to expand land and sea links between Asia, Africa and Europe, with billions of dollars in infrastructure investment from China.

"It does not exclude anyone". Projects they support are often unsustainable and of poor quality. "And just like America, always put your country first", he said.

On Sunday, as he left the PNG capital of Port Moresby, he listed USA differences with China.

Mr Lee noted that US Commerce Secretary Wilbur Ross was reported in The Straits Times as saying that Mr Xi and Mr Trump are likely at best to agree to a "framework" for further talks to resolve trade tensions when they meet in Argentina.

Canada's Prime Minister Justin Trudeau said there were differences between several nations including China and the US.

"It goes beyond that to freedom of navigation in the seas, concerns about human rights", Pence said.

The violence at Parliament coincided with reports of looting of surrounding businesses, as criminals apparently took advantage of the breakdown in law and order.

Despite Taiwan's lack of diplomatic recognition by the majority of countries, APEC allows it to participate as an economic, rather than political, entity. "But we also believe we're in a very strong position", Pence told reporters Sunday.

Prior to Pence's comments, China's Xi Jinping lashed out at U.S. protectionism, labeling the USA approach as "short-sighted" and was "doomed to failure". "We put tariffs on $250bn in Chinese goods, and we could more than double that number". China has responded with import tariffs on U.S. goods.

The final function on Sunday in the capital Port Moresby followed a whirlwind of diplomacy for the leaders of the sparsely populated but strategically important Pacific.

China has so far retaliated with tariffs on $110 billion of US products and is likely to respond with more if the United States goes ahead with the increase at the start of January.

So far, the USA and China have traded tit-for-tat tariffs on goods totalling $US360 billion, with the United States acting as the aggressor, and Trump threatening numerous times to place tariffs on all U.S. imports from China, worth about $US500 billion.

"Both countries will have to change course".
