Chris Whipple, a historian who's written about White House chiefs of staff, likened the scenario to Richard Nixon's final days in office.

Matthew Whitaker's current roles as acting attorney general will wrap up as soon as the Republican-controlled Senate approves General William Barr, President Trump's nominee for attorney general, leaving Whitaker available to take the job in the White House.

The official says that Ayers will instead assist the president from outside the administration.

Kelly brought a sense of order to the White House and tamped down the infighting that broke out nearly from the day Trump took office. But the committee found that while he banned the man from his Washington office after learning of accusations by female staffers in 2014, he kept him on his office payroll until firing him four months later. Trump was reportedly angry that Kelly tried to force him to promote Deputy Chief of Staff Zachary Fuentes to become interim chief of staff.

The 36-year-old Ayers also had faced opposition among many senior White House aides, who anxious that his elevation could trigger departures of other high-level staffers.

His methods were sometimes unpopular; some White House officials likened Ivanka and Kushner's feud with Kelly to a "death match".

Ayers, 36, was part of the team that delivered the news to Kelly that Trump wanted the retired Marine general to leave, according a person familiar with the matter.

On Saturday, Mr Trump also announced that he was nominating army chief of staff Mark Milley, a four-star general, as his next top military adviser - a new slap in the face for Pentagon chief James Mattis.
