U.S. Indicts Chinese Nationals Over Global Hack Campaign

WASHINGTON/LONDON-The United States and three allies chastised China for economic espionage on December 20, ratcheting up tensions as USA prosecutors indicted two Chinese nationals linked to a spy agency on charges of stealing confidential data from American government agencies and businesses around the world.

Companies who were hacked were not named, but 45 victims in the United States included key government agencies - the NASA Goddard Space Center and Jet Propulsion Laboratory, the Department of Energy's Lawrence Berkeley National Laboratory, and the US Navy, where the personal information of more than 100,000 personnel was stolen.

United Kingdom officials say they have raised the matter privately a number of times with Beijing over the last two years, including during the prime minister's visit earlier this year, and officials are keen to stress that they think the relationship with China is strong enough to allow them to address these issues without causing wider problems.

According to a from Reuters, unnamed insiders were part of several months of access to the systems from IBM and HPE.

In November, Australian shipbuilder Austal Ltd, which makes ships for the U.S. Navy, said its Australian business had detected and responded to a data breach in which some staff email addresses and mobile phone numbers were accessed.

HPE said it could not comment.

"China's state-sponsored actors are the most active perpetrators of economic espionage", FBI Director Chris Wray said Thursday in announcing the case. China does not have an extradition treaty with the US, meaning the two are highly unlikely to face the charges if they are in their home country.

US-Chinese relations have been strained recently amid a bilateral trade row.

The official China Daily wrote in an editorial on Friday that this added an "additional flashpoint" to already rocky relations.

Australia's foreign affairs and home affairs departments said APT10 was engaged in "sustained cyber intrusions" on large managed service providers, or information technology contractors globally.

The announcement came as the US Justice Department said it was charging two Chinese citizens with an extensive hacking campaign to steal data from American companies.

"This ongoing activity reinforces the importance of organisations having strong cyber security measures across their supply chain", said Hampton.

"We've informed those caught up but we need others to make urgent checks".

Canadian authorities have also arrested Huawei's chief financial officer Meng Wanzou, on the request of the United States over alleged breaches of Iran sanctions.
