VP Pence demands United Nations recognize Juan Guaido as Venezuela's president

Maduro said on state television on Wednesday that the Andean country had reached "an agreement" with the ICRC to work with the U.N.to bring in aid.

Near the end of the speech, Pence told Venezuela ambassador Samuel Moncada Acosta he "shouldn't be here" and urged him to tell Maduro his "time is up".

The United States and more than 50 other countries recognize Guaido as interim president.

However, it was extremely unlikely that the UN Security Council would approve the US-proposed resolution. Maduro has noted the humanitarian assistance his country has been receiving from its long-time allies, such as China, Russia, Turkey and India as well as the The Pan American Health Organization (PAHO).

The Vice President said the United States Mission to the United Nations "is working on a resolution that would revoke the credentials of the representative of the Maduro regime and would recognize interim president Juan Guaidó and seat his representative here".

Russian U.N. Ambassador Vassily Nebenzia accused the United States of provoking an artificial crisis to oust Maduro and replace him "with their own pawn", actions he described as a "lawless, thuggish violation of worldwide law". "For the peace and security of our hemisphere, the world and the United Nations must stand with the people of Venezuela".

Moncada also stressed that the Venezuelan diplomats are restricted in terms of movement in the USA - they are only allowed to go on trips of up to 25 miles away from NY.

Maduro, who is backed by Russian Federation and China, is under increasing pressure as the economy implodes and the exodus of Venezuelans continues amid a worsening humanitarian crisis.

Following Pence's speech, Russia's United Nations envoy Vassily Nebenzia said that the U.S. had "artificially provoked a crisis" in Venezuela in order to overthrow "a legitimately elected leader and replace him with their own pawn".

They appealed to the Security Council ahead of its meeting on Wednesday on Venezuela's humanitarian crisis to ask Secretary-General Antonio Guterres to make a declaration because their research shows severe medicine and food shortages in Venezuela, and disease spreading across its borders.

As part of a renewed campaign by the Trump administration to isolate Venezuelan leader Nicolás Maduro, Secretary of State Mike Pompeo categorized the socialist South American government a "true threat" to USA national security.
